Statement of Intent

This is Creative Enterprise (TICE) is committed to maintaining the highest standards of health, safety, and welfare for our staff, mentors, volunteers, students, and the schools and communities we work with.

We acknowledge our legal responsibilities under the Health and Safety at Work etc. Act 1974, and all associated legislation, and we will ensure that these obligations are fully met across all our activities, including those delivered off-site.

We aim to:

  • Foster a culture of health and safety excellence.

  • Identify, assess and control risks in all environments where we operate.

  • Provide training, information, equipment, and support to ensure safety.

  • Encourage continuous improvement and an open culture around risk reporting and management.

LOtC Quality Badge

TICE holds the Learning Outside the Classroom (LOtC) Quality Badge, certificate number R1QB102812, awarded by the Council for Learning Outside the Classroom.

This national accreditation ensures we meet robust standards in both learning quality and risk management, giving schools assurance that activities delivered by TICE are both educationally valuable and safely managed.

Roles and Responsibilities

TICE Management

  • Set and review the Health & Safety Policy.

  • Demonstrate visible leadership in health and safety.

  • Allocate appropriate resources to manage health and safety effectively.

  • Integrate safety into all strategic and operational planning.

  • Ensure suitable and sufficient risk assessments are completed and documented.

TICE Staff & Mentors

  • Promote and uphold the Health & Safety Policy.

  • Include health and safety considerations in all activity planning.

  • Ensure staff and volunteers are aware of their responsibilities.

  • Record and escalate any incidents or concerns appropriately.

  • Encourage cooperation from all external contributors and participants.

Volunteers & Work Experience Participants

  • Take reasonable care of themselves and others.

  • Follow all health and safety procedures.

  • Report any hazards, near-misses or equipment issues to a TICE staff member.

  • Use protective equipment appropriately and never misuse safety resources.

Young People

  • Follow instructions and safety guidance during activities.

  • Act responsibly and report concerns.

  • Use tools and materials safely and wear appropriate protective gear.

  • Refrain from interfering with safety equipment or processes.

Schools

  • Maintain primary day-to-day responsibility for children during school-led trips.

  • Coordinate with TICE to ensure safety across all shared responsibilities.

  • Complete their own internal risk assessments where required (e.g., via EVOLVE).

Key Safety Measures

Risk Assessments

  • Carried out for all TICE programmes and any activity involving young people.

  • Risk assessments are completed by TICE mentors, schools, or the Managing Director as appropriate.

  • Records are maintained for transparency and future planning.

Portable Appliance Testing (PAT)

  • All TICE-owned portable electrical equipment is tested in line with the IET Code of Practice.

  • Visual inspections are carried out before use, with formal annual testing.

Use of Tools, Equipment, and Materials

TICE ensures that:

  • All tools and materials used in workshops or external venues are listed and assessed.

  • Young people are educated about hazards and risk control.

  • Safe practices are embedded in the delivery of practical and creative tasks.

External Activities & School Trips

Responsibilities

  • Teachers accompanying school visits remain in loco parentis.

  • School employers are legally accountable for trip safety.

  • TICE and schools must coordinate risk management and communication.

Trip Planning and Risk

  • Risk assessments should be proportionate and practical—focusing on real, not trivial, risks.

  • Staff-to-pupil ratios are not prescribed but should be based on the age, maturity, and risk level of activities.

  • Remote supervision should be introduced gradually where appropriate.

Monitoring & Reporting

  • All accidents, incidents, or near misses must be recorded and investigated.

  • TICE regularly monitors its health and safety performance and updates policies accordingly.

  • Feedback from staff, schools and participants is encouraged to enhance safe working practices.

Policy Review

This policy is reviewed every three years or sooner if:

  • There are significant changes to TICE operations.

  • New statutory requirements are introduced.

  • Major incidents or feedback highlight a need for revision.
